CONSTITUTION OF
THE HSS CUP SNOOKER COMPETITION
01 DEFINITIONS
01:01 "CLUB"
Shall mean any Club registered under the
Registered Clubs Act, as amended, that competes in the HSS.
01:02 "HSS"
Shall mean the Hardware and Systems Sales Snooker
Competition.
01:03 "RULES"
Shall mean these rules.
01:04 "COMMITTEE"
Shall mean the duly elected Club delegates that
adjudicate on the Rules.
01:05 "DELEGATE"
Shall mean a representative from a competing Club
who is empowered to act on behalf of the Club they represent on matters
pertaining to the HSS.
01:06 "PLAYER"
Shall mean:
i) Be a financial member of a
Team that competes in the HSS.
ii) A registered competitor who is not
under any form of suspension as set out in Rule 17.
01:07 "AGM"
Shall mean the Annual General Meeting of Club
delegates at a nominated venue to propose the coming year’s competition.
01:08 "SECRETARY"
Shall mean a person elected at the AGM to record
all competing player’s names and Club badge numbers together with Club Captain’s
telephone numbers and to act as the secretary/Treasurer.
01:09 "FEE"
Shall mean a sum of money, as proposed at the
AGM, payable by each competing Team as an entry Fee to compete in the current
HSS season.
01:10 "THE DRAW"
Shall mean the competition draw for each HSS
competition year.
01:11 "THE COMPETITOR"
Shall mean a financial member of a Club that
competes in the HSS.
02 QUALIFICATION
02:01 At
the AGM each Club intending to compete in the forthcoming HSS season may
nominate up to twelve (12) players per team.
02:02 Players
nominated under Rule 02:01 shall be required to register with the Secretary as
defined in Rule 03.
02:03 Players
are required to be eligible as defined under Rule 03.
02:04 Without
exception a player can only represent one (1) Team in any one HSS season.
02:05 Any
player found in breach of Rule 02:02, and 02:04 shall, at the discretion of the
Committee, be disqualified from the competition.
02:06 For
a player to qualify to take part in the Finals, such player shall have competed
in at least fifty per cent (50%) of tournament rounds.
03 ELIGIBILITY
03:01 Players
are required to be a current financial member of the Club they represent.
04 REGISTRATION
04:01 All
players are required to register with the Secretary the following:
Name
Club Badge Number
Club Captains are required to register with the
Secretary a telephone number where they can be readily contacted.
04:02 Rule
04:01 must be complied with before the commencement of any HSS season.
04:03 A
player who fails to comply with Rule 04:01, and 04:02 may, at the discretion of
the Committee, be disqualified.
05 LATE REGISTRATION
05:01 A
Club may nominate substitute players ONLY during the first half of any HSS
season.
05:02 Nominations
referred to in Rule 05:01 shall be limited to three (3) players per team
per season, but in no way can Late Registration of players increase the number
of players nominated under Rule 02:01.
05:03 Late
registrations shall comply with Rule 03, 04:01 and 04:03.
06 ANNUAL GENERAL MEETING
06:01 Before
each HSS season commences a meeting of Delegates from all interested Clubs shall
be held.
06:02 The
venue for the AGM shall be at the discretion of the Committee.
06:03 The
date and time of the AGM will be at the discretion of the Committee.
06:04 The
AGM shall decide:
The venue, dates and play-off’s of the
Pre-season Competition, (if any).
The HSS Competition draw.
Competition commencement date.
The dates of finals.
Amendments, if any, to these Rules.
06:05 Amendments
to these Rules shall be proposed, seconded and accepted by the majority of the
Delegates present at the AGM.
06:06 Sixty
per cent (60%) of the participating Clubs, are to have Delegates present to form
a quorum.
06:07 By
majority vote the AGM shall elect the committee for the forthcoming HSS season.
07 FEE
07:01 Entry
fees shall be accepted by the majority of the Delegates present at the AGM.
07:02 Each
competing team shall be liable to tender a fee, no later than the fourth (4th)
round of the competition.
07:03 Fees,
once tendered, are not refundable.
07:04 Fees
are to be presented to the Secretary/Treasurer. Cheques are to be made payable
to The HSS Snooker Competition.
07:05 After
the fourth round, Teams failing to tender the entry fee as laid out under Rule
07:01 and 07:02 will be disqualified from the HSS competition until payment in
full is tendered.
07:06 Teams
drawn to play against a disqualified team under Rule 07:05, will receive the
maximum allowable points for the round.
08 THE COMMITTEE
08:01 The
HSS Committee shall consist of the following:
The President
The Secretary/Treasurer
And one other nominated competing Club, not
subject to the dispute.
09 COMPETITION TIES
09:01 Should
any number of teams attain equal competition points at the conclusion of the
final round the following will apply:
On neutral ground, the teams shall take part in a
play-off, played and scored as if it was a normal competition night, the winner
attaining the higher number in the competition ladder at the end of competition
rounds.
09:02 Rule
09:01 shall apply only to the first nine (9) places in the competition ladder.
10 THE COMPETITION
10:01 The
HSS shall consist of a maximum of fourteen (14) teams from representative Clubs.
10:02 Preference
shall be given to single team nominations from each club.
10:03 Second
team nominations shall be considered where historically such Clubs have
consistently fielded two teams.
10:04 The
application of Rule 10:03 shall apply where the number of single team
applications from Clubs does not number fourteen (14).
10:05 The
competition between teams shall consist of:
Three (3) front singles matches, each match
played over two (2) individual frames with alternate breaks, a single point
being scored for each frame win.
Three (3) back singles played and scored as laid
out in Rule 10:05 (a).
Three (3) doubles matches, each match played over
a (1) frame, a single point being scored for each frame win.
The Rules of Billiards and Snooker, as amended
shall apply to all competitions frames.
10:06 Competition
points shall be awarded as follows:
One (1) point for each singles frame.
One (1) point for each doubles frame.
The winning team for any one round being that
team that scores the most out of a possible fifteen (15).
10:07 It
is the visiting Teams Captain’s prerogative not to commence any doubles
matches on any particular competition night until ALL singles matches have been
decided.
10:08 It
is the Visiting Teams Captain’s responsibility to ensure that the away teams’
first three (3) players are in attendance at the competition venue before
commencement of a nights play.
10:09 It
is the Home Teams Captain’s responsibility to ensure that his nominated team
and/or referees are in attendance to play and act as referees for each round.
10:10 The
competition shall be played on a "Home and Away" basis.
10:11 It
is the Home Teams Captain’s responsibility to provide, if requested, referees
for each doubles match played.
10:12 Rule
10:11 may be varied by agreement between opposing Team Captains.
11 TEAMS
11:01 Each
team shall consist of up to twelve (12) nominated players.
11:02 Only
six (6) players from each team can play one (1) round of singles per competition
round.
11:03 Doubles
matches can consist of players who competed in the singles matches and/or
players from each team who comply with Rule 11:01.
11:04 No
player shall compete in more than one (1) frame of doubles per competition
round.
12 RESULT SHEETS
12:01 Result
Sheets will be supplied to each Team Captain before the commencement of each HSS
season.
12:02 Each
Team Captain shall fill out the Result Sheet with his team players names, the
venue, the opposing team’s players names and the date of the competition
round.
12:03 Each
Team Captain shall further fill out the Result Sheet with the results of each
frame played on a win one (1) point, loss zero basis.
12:04 On
completion of the round the points shall be added together to determine the
round winner.
12:05 Each
Team Captain shall sign his Team Result Sheet and the opposing Team’s Result
Sheet.
12:06 It
is the Team Captain’s responsibility to keep his Result Sheet current.
12:07 The
Result Sheet shall be produced at each competition venue for the recording of
players and results.
12:08 Failure
to comply with Rules 12:07 could result in loss of competition points and
nominations for the highest break of the competition. (See Rule 16).
13 PLAYER FORFEIT
13:01 It
is the Team Captain’s responsibility to nominate in the Result Sheet before
starting time of a competition round the selection of at least three (3) singles
players.
13:02 If
any such nominated player fails to attend the competition venue after fifteen
(15) minutes have elapsed from the round starting time then that player’s
position in the team for that round will be forfeited and the competition points
for the unplayed frames will be awarded to the opposing team.
13:03 No
substitute player shall be permitted to occupy the forfeited position referred
to in Rules 13:01 and 13:02 in either singles or doubles frames.
13:04 Rules
13:02 and 13:03 may be varied by agreement between the opposing Team Captains.
14 COMPETITION STARTING
TIMES
14:01 The
following competition starting times shall apply to all rounds of the HSS:
Clubs must have three (3) competition tables
available for play to commence at 7.30 pm.
14:02 Rule
14:01 may be varied by prior agreement between the opposing Team Captains.
15 POSTING OF RESULTS
15:01 The
Home Team Captain shall be responsible to supply the result of each competition
round to the Secretary/Treasurer before 11.00 a.m. the day after the competition
round.
15:02 Failure
to comply with Rule 15:01 may, at the decision of the HSS Committee, result in a
penalty of up to five (5) competition points.
16 NOTIFICATION OF BREAKS
16:01 Any
single break over forty (40) shall be immediately entered in the competition
Result Sheet by the Captain whose player made the break.
16:02 The
entry made under Rule 16:01 shall be duly confirmed, dated and witnessed by the
opposing team Captain.
16:03 Claims
for breaks not in accordance with Rules 16:01 and 16:02 shall not be recognised.
16:04 Signature
of the Result Sheet as laid out in Rule 12:05 does not constitute witness to a
break.
17 COMPETITOR’S
BEHAVIOUR
17:01 All
players shall abide strictly to the Rules and Regulations of the Clubs they
attend during the HSS.
17:02 Any
visiting player, during the HSS season, found or cited by the Host Club to be in
breach of any Club Rule may be suspended, at the discretion of the Committee
from any further competition for the remainder of the HSS season in which the
breach of Rules occurred.
17:03 Home
team members found or cited to be in breach of their own Club Rules may be
suspended, at the discretion of the Committee from any further competition for
the remainder of the HSS season in which the breach of Rules occurred.
17:04 Any
Club Team member cited and subsequently suspended for any breach of any Club
Rule will be automatically disqualified from the HSS competition for the
duration of any such suspension.
17:04 No
substitute player will be allowed to compete in the HSS for any player found to
be in breach of Rule 17:02, 17:03 and 17:04.
18 PLAYING RULES
18:01 The
"Rules of Billiards and Snooker", as amended, shall apply to all HSS
matches.
18:02 Each
Team Captain shall be conversant with the "Rules of Billiards and
Snooker" and any amendments.
18:03 Each
club is required to readily supply, upon request, the latest version of the
Rules as defined in Rule 18:01 at any HSS round should reference be necessary
during the competition.
19 BREACH OF HSS RULES
19:01 Should
a Captain consider that a breach of these Rules has been made then that Captain
shall notify the Secretary, in writing, no later than twenty-four (24) hours
after the considered breach occurred.
19:02 The
Committee shall within seven (7) days, consider and adjudicate upon the matter.
19:03 The
decision of the Committee in matters under Rule 19:01 shall be final.
19:04 Teams
that are found to be in breach of these Rules shall be deducted competition
points at the discretion of the Committee.
20 USE OF SNOOKER BALLS
20:01 Each
Host Club shall supply the required sets of snooker balls for each competition
round.
20:02 The
balls refereed to in Rule 20:01 shall be of the same manufacture per set, and be
consistent in weight, colour and size.
20:03 Players
are forbidden to substitute any ball in a manufacturer’s supplied set with a
ball that does not belong to that set.
20:04 Notwithstanding
Rule 20:03 a player MAY substitute the white ball in a set ONLY
IF THE OPPOSING PLAYER IS IN AGREEMENT.
21 FINALS PLAY
21:01 The
HSS snooker competition finals shall be played:
(a) One plays two: Winner to Grand Final Loser to
Final
(b) Three plays four: Winner to Final Loser out
21:02 The
Scottish Cup Trophy shall be played in accordance with Rule 21:01.
22 EXTRAORDINARY GENERAL
MEETING
22:01 Extraordinary
General Meetings shall be called by the President upon written application from
a nominated Club Delegate.
22:02 Such
written application shall be seconded by a Delegate from another nominated
Club.
22:03 The
President shall nominate the venue, date and time for all Extraordinary General
Meetings.
22:04 All
